Meet the Founder
Stephen P. Hill, Deputy Chief (Ret.)
Stephen brings over three decades of high-level public safety experience to his role as Principal Consultant at APEX. Retiring as a Deputy Chief from the Atlanta Fire Rescue Department (AFRD), Stephen spent his career navigating the complex intersection of field operations, safety compliance, and administrative strategy.
During his tenure as Deputy Chief of Support Services, Stephen managed the department’s most critical administrative pillars, including the complex process of CFAI Re-Accreditation and the data analysis necessary to maintain an elite ISO rating.
Prior to that, as Assistant Chief of Safety and Health, he led vital initiatives to reduce risk and protect personnel. However, Stephen has always believed that true risk management begins with preparation. He recognizes that the path from the jump seat to the Chief’s office is not accidental—it requires a deliberate, evaluated strategy.
Today, Stephen specializes in helping agencies not only translate regulatory standards into operational improvements but also audit and refine the professional development pathways that prepare a firefighter to lead. He helps Chiefs ensure that their training programs are not just meeting minimum standards, but are actively building the next generation of command
